Tier 1 means that the bias is very strong; it's very likely that the civ spawns according to the bias. WebbStart bias changes: Grass, Plains, Grass Hills, Plains Hills are now Tier 1 start biases. Tier 2 consists of Plantation luxuries (Gypsum, Ivory, Jade, Marble, Mercury, and Salt).
