WebFan shrouds are not common, what they do is space the fan from the radiator which helps pull air through more parts of the radiator and makes it even more quiet (by far the quietest setup I have found in my tests, the temperature results faired 1-3C better than a fan directly touching the radiator while being quite a bit quieter.)
